My cell service provider is Cingular and my phone is an older Nokia. If I buy a different phone say a Razor or other off of ebay or from a friend how do i know (or is it possible) to remove my SIM card and put it in the new phone and have it work?

If you use the same service provider with both, then switching the SIM to another phone shouldn't be a problem.

 

If you switch your service provider, then it might not work.

 

SIM card definition | Subscriber Identity Module card

The SIM card is used to authenticate you to your GSM carrier. This means you can remove your SIM card from your cell phone and place it into another GSM phone and use it.
While SIM cards are designed to be portable, there are situations where a SIM card won't work in another GSM phone. More to the point, the cell carrier won't accept the card because of SIM locking.
All GSM phones need a SIM card to operate. This is a tiny card with a printed circuit board that identifies you to the pohone network. Each carrier has their own SIM cards.
