Yay! I was kinda successful today. I found my first shelter since I started looking a few days ago.

Hmmmm... apparently they don't. ;) I got a response email from Maryland Emergency Management Agency, and here's what they said:

I would first need more information on what you are looking for and why. Also would like to know whom you are doing this project for and then I will call you if you give me a phone number.

Can't a kid do a research project without being bothered with technicalities?!? :)
