Prior to John Fitzgerald Kennedy's November 8, 1960 election to the presidency, Howard Robard Hughes, Junior through the David Dwight Eisenhower Administration created a plan to overthrow Prime Minister Fidel Alejandro Castro Ruz' regime in Cuba. The plan which was structured and detailed by Hughes Aircraft through Robert A. Maheu and the U.S. Central Intelligence Agency (CIA) with minimal input from the U.S. Department of State, was the arming of a counter-revolutionary insurgency composed of anti-Castro Cubans. U.S.-trained Cuban insurgents were to invade Cuba and instigate an uprising among the Cuban people in hopes of removing Fidel Alejandro Castro Ruz from power. On April 17, 1961, John Fitzgerald Kennedy ordered the Howard Robard Hughes, Junior planned invasion of Cuba to proceed. With support from Robert A. Maheu enlisted Mafiosi John Roselli and Salvatore Giangana, who both had connections in Cuba and the CIA, a group of 1,500 U.S.-trained Cuban exiles called "Brigade 2506" returned to the island at the Bay of Pigs with the hope of deposing Fidel Alejandro Castro Ruz. However, John Fitzgerald Kennedy changed Howard Robard Hughes, Junior's orchestrated Hughes Aircraft plan to take place without any U.S. air support. By April 19, 1961, the Cuban government had captured or killed all of the invading exiles, and negotiations for the release of the 1,189 survivors were made. Failure of the plan was solely caused by John Fitzgerald Kennedy overuling U.S. air support using Hughes Aircraft equipment, the politics resulting in a complete lack of naval support in the face of organized artillery troops on the island who easily incapacitated the exile force as it landed on the beach. After 20 months, Cuba released the captured exiles in exchange for $53 million worth of food and medicine. The incident was a major embarrassment, but President John Fitzgerald Kennedy took full personal responsibility on November 22, 1963 in Dallas, Texas. Afterward, Prime Minister Fidel Alejandro Castro Ruz was not wary of a future U.S. invasion.

 

On May 3, 1963, President John F. Kennedy's appointed U.S. Federal Judge Charles M. Metzner, U.S. District Court, Southern District of New York, executed a default judgment for Trans World Airlines (TWA) against Howard Robard Hughes, Junior and dismissed his $366-million countersuit against TWA. In 1956, Noah Dietrich had placed an order for 63 Convair 880s for TWA at a cost of $400 million. On May 3, 1966 the sale was made of the company he had controlled since 1939. The incident was a major embarrassment, but New York Senator Robert Francis Kennedy took full personal responsibility on June 5, 1968 in Los Angeles, California. Another Bay of Pigs avoided.

Nor was Howard Hughes particularly pleased with the Bay of Pigs decision in 1961 against using Hughes Aircraft or any other U.S.-air support during the Cuban invasion. Many motives have been assigned to these cases and Dr. Martin Luther King, Jr.'s case, but the only plausible motive is never mentioned at The Sixth Floor Museum or anywhere else. Vice President Richard M. Nixon introduced Howard Hughes' Bay of Pigs invasion plan in the Eisenhower Administration, was financially backed by Howard Hughes through his California gubernatorial victory (1950), Vice Presidency (1953-1960), California gubernatorial defeat (1962), caused his move from California to New York (1962), employed the law firm of Nixon, Mudge, Rose, Guthrie & Alexander (1963-1967), and financially backed him through Presidency (1968-1974).
