Nope.

In non-leapyears, February has 28 days.

28 is evenly divisible by 7. (28/7 = 4)

That means that each day-number in February falls on the same day of the week as the identical day-number in March. IOW, if February 11 falls on Sunday, then March 11 also falls on Sunday.

Therefore, in a non-leapyear,...

if February contains a "Friday the 13th", then so will March.

So when people say friday the 13th what are they referring to? the one in march or febuary?

Both. But since a friday the 13th only occasionally falls in February, this situation doesn't come up often. You will have at least one Friday the 13th in any given year, but you can have up to 3 (you only get three in non-leap years when one falls in February)
