How To Fill In This Matrix?

Hi again to all of you guys here…

I put a file at Mediafire.com (a file hosting service) name 40x100.xls:

There is a 40 rows x 100 columns matrix. Inside matrix is numbers which appears four times each in every columns..

Here I gave the example table that have been filled in for numbers 0,1,2,3. By finding the patterns/ formulas, can you help me to extend the table to fill in for the next larger numbers 4,5,6,7, and so on.

I've changed the matrix into 40 rows x 40 columns as a new file name 40x40.xls
