Data Collection And Organization At A High Level

Are there software solution available which allow collection and organizing of data like text, photo, audio, and also excerpts or strings of text (like URLs for example)? The association in between data should be always kept intact and also traceable. Assigning of tags and notations to all data should be possible. A simple grouping of data into folder may not be enough. A sorting in multiple dimensions is necessary, a hierarchy by creation date is not sufficient enough.

 

I know that such interconnected and efficient solution is possible by today's programming standards, though achieving such data management is still a persisting problem. Do such solutions exist in any way before I go and re-invent the wheel with programmers, or does the latter seem to be common practice?
