Is that 9.5 % or 9.5 IQ points? In any case, as far as I know, a variance of 10 points either way is possible when taking different tests, so an IQ score is a rough estimate, at best. I don't think adding 9.5 points (which is also probably the best-case scenario, if true) will make an extraordinary difference. Also, a person who has developed critical thinking (through extensive reading, learning, debating, etc.) is probably much better off than a person with a high tested IQ who doesn't put his/her brainpower to use.
