What Do Funds Do? And How?

hi dear colleagues.

 

could someone tell here what funds do and how. on CIHR website and some UK fund pages I understand that they study like journals at the same time.

my simple queries 

 

1) do funds help scientists via periodical salary ,etc.?

2) how do they do this?

 

more importantly if we assume that it/article  rejected how will we ensure confidentiality of article.and one serious information: as I understand funds do assessment around 6 months ,is this correct?
