In the case of light, a Doppler effect alters the energy of the photons, by E=hν. But this applies to the way EM radiation, specifically, is quantised. I do not know what the theory of quantisation of gravity (gravitons etc) has to say about the relationship between the energy of a graviton and the frequency of gravitational waves. Perhaps somebody else can comment on that. Your last question does not seem to make sense. A gravitational wave is itself a bending of spacetime into ripples. So the ripples are a result of a bending of spacetime, not the cause of it. Quote

There is no model of the graviton being a spin 2 boson unlike a spin 1 boson the photon, but we do know them to have no rest mass like the photon.
