[thermally and in terms of radiate energy from all the stars] could people survive at the galactic center? or near there abouts. where the concentration of stars would make something like a galatic empire possible. if our sun had formed inside the core of stars at the center would our solar system have survived for 10s billions of years, or is the environment too dynamic to allow for something the size of our star system to exist for long without colliding with another system? would there be too much radiation for nearby stars for life as we know it to survive even if star system like earths (or at least a sunlike star and a handful of rocky inner worlds) could survive for billenia unmolested with planets with heavy atmospheres to protect life against all the ambient stellar radiation?
