With the decline and fall of the Soviet Union I question the need to maintain a large nuclear arsenal.  The threat of terrorist organizations obtaining radioactive materials and making a "dirty bomb" would warrant tighter control of fissionable materials rather than lesser control that may result if we share control with our allies.
