I actually know what you are talking about when referring to angels(https://civilization.fandom.com/wiki/ANGEL_(CivBE)) in this post having played that game as a supremacy(https://civilization.fandom.com/wiki/Supremacy_(CivBE)) faction, but yes they would require brain sized quantum computers, ours are far too big to actually construct a Angel like in the civilization game. Wait until neural uploading(https://civilization.fandom.com/wiki/Neural_Uploading_(CivBE)) happens things like this will exist, but I still think that Sid Meier's Alpha Centauri was more realistic.
