I think there are many biochemistries of life besides carbon based, so I tend to think that life could form on most planets in the universe. There has been some speculation about silicon being used on very cold worlds like titan with hydrocarbons as it's working fluids. The of course you have silicone being used on very hot worlds with possible sulfuric acid as the working fluid. There is some debate as to the the viability of silicon or silicone in these instances. There are others but most of them suffer from extreme rarity like boron. Quote
