From George Floyd to Tyre Nichols, pleas for police reform meet bleak reality

Something about the system in USA, we always talk about needing reform but never really do it. We never talk specifics; the talk is all just verbiage, grandstanding, usually for politics.

 When we accidentally come up with a good rule it is never implemented correctly if at all. Examples:

1 Body cams on officers. When you want to see the footage the police say "the cameras were not turned on" or "there was a glitch in the software". 

2 In TX after Columbine we made a firm law that you always IMMEDIATELY engage school shooters and try to defend school students. Somehow in Uvalde they found a way around that. The cops said that they couldn't make a phone call or something, so the cops sat outside over an hour while kids were getting murdered.

3 How many times have they outlawed chokeholds, no-knock warrants, flagrant misuse of flash-bombs?

4 How many cops unloaded their weapon on someone they knew to be unarmed and never faces justice? Stand on the hood of a car and fill the couple in front seat with bullets. I saw a video where a man was in cuffs on the highway with cops on top of him. He wasn't fighting. A cop stepped out of another unit walked over to them and shot the man in the head.

Hey, come up with real sensible, specific rules. Make everyone follow them without exception. That would be easy in most countries, but I can't see it happening in USA.
