I mean that the photons having energies above a specific limit will succeed in splitting the chlorine molecules. This means that it will be wavelength rather than intensity that determines wether the reaction goes or not. For the moon, it might be very slow, but it might happen. But then, does the moonlight have the required frequencies? It does reflect whitish, so I'd expect it to reflect UV also. Dunno. Quote
